I have received from the Asting British Conmil femoral at Canton a copy of his despatah to you, 70, of June 19th 1926, reporting on the death of Mr. J. S. Philips, representative of the Asiatic Petroleum Company at Honning.

2. From the circumstances disclosed in this despatch I have come to the conclusion that Mr. Philips' murdar emnot justly be attributed to any fault or negligees on the part of the Chinese mithorities but was the remilt of his ewa feslhardiness. I consider, therefore, that there is ne ense for a claim for compensation against either the Chinese Government or the legal authorities at Canton;

and

the Asiatic Petroleum Company have been informed accordingly

in a letter, of which a copy is enclosed.

3. A copy of this despatch has been set to the

Asting British Consul émeral at Canton.
